The Special Representative of the Secretary-General,
Pursuant to the authority given to him under United Nations
Security Council Resolution 1244 (1999) of 10 June 1999,
Taking into account United Nations Interim
Administration Mission in Kosovo (UNMIK) Regulation No. 1999/1 of 25 July 1999
on the Authority of the Interim Administration in Kosovo,
For the purpose of providing temporary registration
papers and license plates for vehicles located in Kosovo,
Hereby promulgates the following:
Section 1
1.1 From a
date and in accordance with procedures to be announced, the Special
Representative of the Secretary-General shall require natural and legal persons
in Kosovo to obtain temporary registration of vehicles in their possession and
apply for the issue of a temporary Kosovo license plate.
1.2 The
issue by UNMIK of temporary vehicle registration papers and temporary license
plates shall identify a specific individual or entity to a specific vehicle but
shall not constitute evidence of title, nor shall it constitute evidence of the
identity of the owner. Title to
vehicles shall be determined in accordance with procedures to be established in
due course.
1.3 Vehicles
of non-residents and of entities not located in Kosovo that possess valid
registration papers and license plates are exempt from the present regulation,
as are vehicles of the United Nations, KFOR and international intergovernmental
organizations authorized by the Special Representative of the
Secretary-General.
1.4 For the
purposes of the present regulation, the word “vehicle” or “vehicles” shall
comprise motor powered forms of transport including cars, minivans, utility
vehicles, minibuses, buses, trucks, motorcycles, tractors and trailers.
Section 2
2.1 Temporary
registration papers shall indicate:
(a)
Full
name, address, and date of birth of the individual, or the full name and
address of the entity, seeking registration;
(b)
Vehicle
model, year, engine and chassis numbers; and
(c)
License
plate number.
2.2 Temporary
registration papers shall be kept in the vehicle and temporary Kosovo license
plates shall be affixed to both the front and back of the vehicle.
2.3 Procedures
for the issue of permanent registration papers and permanent license plates
shall be announced in a separate regulation to be promulgated in due course.
Section 3
After a date to be announced, only vehicles with
valid registration and license plates will be permitted to operate in Kosovo.
Section 4
In order to obtain registration an applicant shall
provide written proof of third party liability insurance from a company
acceptable to UNMIK.
Section 5
Any change in the possession of a vehicle registered
and licensed by UNMIK, including the names and addresses of the person in
possession of the vehicle, and any loss or theft of the vehicle, must be
notified to UNMIK on a form and in accordance with instructions to be issued by
UNMIK.
Section 6
The Special Representative of the Secretary-General
may issue administrative directions to implement the present regulation.
Section 7
The present regulation shall enter into force on 21
October 1999.
