PRISTINA— Regulation 2000/51 signed by SRSG Dr. Bernard Kouchner establishes the age of compulsory school attendance from six to 15 years.
Under this regulation, a child reaching six years of age by the commencement of an academic year must be enrolled in a school, approved by the Administrative Department of Education and Science. The child shall remain enrolled in an approved school until he or she attains the age of 15.
The regulation also gives authority to the municipal director of education to enroll a child who is under the prescribed school age under certain circumstances.
The regulation makes it mandatory on every parent or guardian to ensure that a child is enrolled in school on reaching the school age unless the parent has been granted a dispensation by the education department. The regulation lays down the grounds for the grant of the dispensation.
It shall be an offence for a parent not to enroll a child of school age, which on conviction, carries a fine up to 300 DM. If the child is still not enrolled, on conviction, the person concerned shall be fined up to 100 DM for every school teaching week.
