PRISTINA—SRSG Bernard Kouchner has signed Regulation No. 2000/49 establishing the Administrative Department of Public Utilities. The department shall be responsible for the management and regulation of all issues relating to public utilities in Kosovo. These include natural gas supply, transmission and use for public utilities purposes, electric light, heat, power, water supply and waste water and solid waste collection and treatment, that may be provided by public, private and other enterprises and institutions.
The department shall have the following functions: prepare and implement the overall strategy and policies for the management of the public utilities; exercise management oversight for the efficient and effective organisation and operation of public utility service providers; perform all functions of a regulatory authority in the public utilities sector, including regulating rates, charges and services of these providers; co-ordinate with other administrative departments on matter pertaining to these public utilities providers; co-ordinate and guide the activities of international and governmental and nongovernmental organisations for the implementation of public utilities sector programmes; establish supervisory boards for public utility service providers; oversee, in co-ordination with the Administrative Department of Public Services, and where necessary the Administrative Department of Local Administration, the preparation and implementation of contracts and formulate and manage programmes to develop revenue sources. The department shall also make policies for utilisation of funds received from the Kosovo Consolidated Budget and other available resources.
The department may make policy recommendations to the IAC on the issues listed above.
Mr. Gjergj Rrapi and Ms. Joan Pearce are the co-heads of the department, jointly responsible for staffing and all activities of the department.
