Department of Public Services Seeks Professional Officers

PRISTINA--The administrative Department of Public Services, responsible for the overall management of public services in Kosovo, is seeking five professional officers to work as counterparts to the international staff of the department. Selected candidates may be assigned, according to their qualifications and experience, to any one of the following sections:

Budget and Finance Section – responsible for the development and implementation of the Kosovo Consolidated Budget, and for payroll and payments administration systems.

Civil Service and Personnel Administration Section – responsible for the development of a professional, efficient and politically-neutral public service.

Procurement Section – responsible for providing procurement services for central departments and municipalities.

Building Management Section – responsible for developing the infrastructure, including buildings and physical facilities, required for public services.

Detailed job description and applications are available at the reception desks of the Government Building, Pristina, and UNMIK Regional Offices in Pristina, Prizren, Gnjilane, Peje and Room No. 39 of the Mitrovica Regional Office. Candidates should quote reference number DPS/2000/1 in the top right-hand corner of the application form (above the passport photo), and indicate in which section/technical field they would prefer to work. Application deadline is 5 May 2000. The names of short-listed candidates for the written tests will be displayed on 16 May at the offices indicated above, together with information about the date and place of the test.

Each selected candidate will be required to work with the international and national staff in the day-to-day activities of the section to which he/she is assigned. On-the-job and other training will be provided to assist the officers in their professional development so that they can assume independent responsibility for specific functions at the earliest possible time.

Candidates should have a university degree in social sciences, public administration, business administration, accountancy, civil engineering, building, finance or other relevant discipline. They should be fully fluent in Albanian or Serbian. A good working knowledge of English is essential. Experience of a managerial or administrative nature would be useful but is not essential. Computer skills, ability to plan, organize and implement activities, to work accurately, and to meet deadlines, good inter-personal relation skills and ability to work in a multi-cultural and international team and a commitment to the goal of achieving a pluralistic and multi-ethnic society in Kosovo, would be the additional competencies expected of the candidates.

Short-listed candidates will be invited for written tests in Albanian or Serbian and English. Candidates who qualify in the written tests would be invited for interviews in English and Albanian or Serbian.

Selected candidates will be entitled to a salary starting at DM 300 per month.
