PRISTINA – On 2 August 2004, the ASRSG received the report of the independent expert team commissioned by the Office of the Auditor-General to review the procedure followed by the Ministry of Transport and Telecommunications and the Telecommunication Regulatory Authority in the tender process for the second mobile telephony services license in Kosovo.
The report cites instances of serious non-compliance within the pre-qualification evaluation, compliance errors, and inconsistencies throughout the tender process. The report has been forwarded to the Prime Minister together with the recommendations of the ASRSG for further action.
The ASRSG, after a careful review of the findings and recommendations of the independent expert team, has recommended to the Government that it cancel the public tender for the second mobile telephony services provider in Kosovo and the implementation of the independent experts’ recommendations before re-launching of the tender. As this is a transferred competence, decisions taken on the basis of the ASRSG’s recommendation are in the hands of the Kosovo Government.
