PRISTINA – Bernard Kouchner, the Special Representative of the Secretary-General, has signed a regulation on the appointment and removal from office of lay judges in order to establish an independent, impartial and multi-ethnic judiciary in Kosovo.
The Advisory Judicial Commission will post public announcements inviting qualified applicants to serve as lay judges.
The Commission is also accepting recommendations from regional, municipal and judicial authorities and legal professionals on suitable candidates.
Lay judges help determine the facts during a trial and, in conjunction with the law judges, adjudicate the case.
Individual applications for lay judges will be reviewed by the Commission and recommendations will be submitted in writing to the SRSG.
A complaint regarding a lay judge will be investigated by the Commission, which will advise the SRSG on the appropriate action to take.
