PRISTINA – On behalf of SRSG Søren Jessen-Petersen, PDSRSG Larry Rossin today signed five Executive Decisions establishing the territorial delineation of the five Pilot Municipal Units in Junik/Junik, Partesh/Parteš, Hani i Elezit/Ðeneral Jankovič, Graçanicë/Gračanica and Mamushë/Mamuša, as foreseen by UNMIK Administrative Direction 2005/11 [22 July 2005]. The Executive Decisions implement recommendations made to the SRSG by the Minister of Local Government Administration.
The Pilot Municipal Units established by the Executive Decisions comprise the following cadastral zones:
Junik/Junik: Junik/Junik, Jasiq-Gjocaj/Jasić-Đocaj, Rastavicë/Rastavica, Sllup/Slup, Voksh/Vokša.
Partesh/Parteš: Partesh/Parteš, Budrigë e Poshtme/Donja Budriga, Cërnicë/Cernica.
Hani i Elezit/Ðeneral Jankovič: Hani i Elezit/Ðeneral Jankovič, Dimcë/Dimce, Dromjak/Drobnjak, Gorancë/Gorance, Krivenik/Krivenik, Neçavc/Nečavce, Palivodenicë/Palivodenica, Pustenik/Pustenik, Rezhancë/Režance, Seqishtë/Sečiste, Vërtollnicë/Vrtolnica.
Graçanicë/Gračanica: Graçanicë/Gračanica, Hajvali/Ajvalija, Llaplasellë/Laplje Selo, Preoc/Preoce, Sushicë/Sušica.
Mamushë/Mamuša: Mamushë/Mamuša.
The Pilot Municipal Units meet the requirements for the number of inhabitants, sustainability and geographical location, as set out in the 2005 Working Programme and the 2004 Framework Document.
In signing the Executive Decisions on behalf of the SRSG, the PDSRG noted that “the establishment of these Pilot Municipal Units is a solid first step toward functioning decentralization pilot projects which will test concepts of building better governance at the local level, reaching out to Kosovo’s minority communities while putting into practice European standards of subsidiarity and bringing decisions affecting the daily lives of residents closer to them.”
The PDSRSG noted that the establishment of the Pilot Municipal Units is just one part of a multi-faceted process of local government reform designed to address specific concerns of all Kosovo communities. “I hope that representatives of all communities, in all of the Pilot Municipal Units, will participate in their implementation. When we met this morning, the Prime Minister emphasized to me the government’s eagerness to discuss these initiatives further, at any time, in an open spirit with representatives of the Kosovo Serb community. I join him in encouraging participation by representatives of that community along with all others in this important process, which is just getting underway.”
In a meeting with the PDSRSG this afternoon, Contact Group representatives based in Pristina endorsed the SRSG’s decision to issue these Executive Decisions.
The current Executive Decisions will be complemented, as soon as lists of Provisional Municipal Councillors are forwarded by the Ministry of Local Government Administration, by subsequent Executive Decisions establishing Provisional Assemblies in the Pilot Municipal Units.
