PRISTINA – Acting on the request of the Government of Kosovo, SRSG Michael Steiner on 16 July signed Administrative Direction 2002/14 to regulate business activities involving lotteries, bingo games and other games of chance in Kosovo.
This is a provisional measure pending the establishment of a comprehensive regulatory framework on this issue by the Provisional Government.
Effective from 16 July, when the Administrative Direction entered into force, all business activities involving games of chance in Kosovo will need a provisional permit from the Ministry of Trade and Industry. Without such a permit, business activities will be considered illegal.
To obtain a provisional permit an application has to be submitted to the Ministry of Trade and Industry providing documentary evidence on business registration, origin of the capital to be used, the financial state of the person running the business, an adequate security deposit in a bank and proof of having previously paid any required taxes on earnings from games of chance.
The registration of these businesses activities will not only regulate the lotteries, bingo games and other games of chance but also contribute revenue to the Kosovo Consolidated Budget.
