IAC Briefed On Gracanica Weapons Seizure

PRISTINA--SRSG Bernard Kouchner today briefed the members of the Interim Administrative Council on the weapons and bomb making material seized following search operations in Gracanica by MNB (C) last night.

The IAC had a discussion about illegal construction activity in Kosovo and it decided to issue a joint statement on the subject (issued separately). The IAC members expressed full support for UNMIK’s efforts to stop illegal construction. It was decided to conclude discussion on the draft Regulation on Construction, also called the ‘Rexhep Luci Regulation on Construction’ in the IAC’s meeting on 26 September.

The IAC was also briefed on the draft regulation establishing the rules of procedure and evidence of the Housing and Property Claims Commission by the commission chairperson, Mr. Alan Dodson. This commission will adjudicate various categories of claims of people who had lost occupancy rights or who had lost their property or who were forced into informal transactions. The IAC members welcomed this and said this regulation should be quickly finalized. SRSG Kouchner told them that experts on this issue would meet during this week to further work on the draft. It will be presented to IAC again next week for it to finalize the draft regulation.

SRSG Kouchner informed the members about the appointment of two coheads. He has appointed Mr. Adem Grabovci, as co-head of the Department for Trade and Industry, and Mr. Sefcat Pecanin, as co-head of the Department for Environmental Protection.

DSRSG Mr. Tom Koenigs told the IAC members about the clean up activities in the wake of the sulphuric acid leak in the Mitrovica Battery Factory last week.
