Following a break due to the absence of Kosovo political leaders who were attending the Airlie conference in the United States, the Interim Administrative Council resumed meeting today, with a briefing from IAC members on the Airlie event and a discussion on how to follow up on the declaration which emerged from it.
PDSRSG Jock Covey briefed the IAC on yesterday's meeting in Ankara between Turkish Foreign Minister Cem and SRSG Bernard Kouchner. The meeting concerned a discussion on the rights of the Turkish community in Kosovo and their participation in the interim political processes.
The IAC was informed that discussions with the Turkish government and Kosovo Turkish community had improved the possibility of an agreement on the use of the Turkish language in Kosovo, and that in that context, UNMIK was studying the possibility of re-opening select registration centres.
The IAC also endorsed the draft regulation on the administrative Department of Youth and discussed a draft regulation setting up the Department of Utilities. It was agreed that further discussions would take place on a technical level between IAC members and the Pillar IV utility experts to fine-tune the draft regulation before another review by the IAC as a whole.
