PRISTINA-The Interim Administrative Council today agreed to create a professional civil service in Kosovo which will remain when the administration is handed over to the people and representatives of Kosovo and after the international administrators have left.
The IAC agreed to have an objective and transparent recruitment policy, hiring the best experts in their field.
As the 19 departments become operational, guidelines for recruitment had been sought from the IAC. Today's administrative instruction lays out principles for hiring.
Staff for the Joint Interim Administrative Structure will be paid out of the Kosovo Consolidated Budget. Staffing tables are currently under construction.
In other business, Dr. Bernard Kouchner, Special Representative of the Secretary-General, briefed the IAC on his meeting yesterday with Kosovo Serb leader Oliver Ivanovic. The meeting was the first of several UNMIK and KFOR will hold with the community leaders of Mitrovica to plan the restoration of security and co-existence in the divided town.
The IAC agreed to discuss the proposed UNMIK-KFOR strategy on Mitrovica at its next meeting Tuesday. Also Tuesday, the IAC plans to finalize discussions on the Departments of Judicial Affairs and Public Services which may be the next to become operational under the JIAS.
Regarding the six departmental co-heads who remain to be appointed, Dr. Kouchner suggested bilateral consultations continue on candidates for all departments except the two allocated to the Serb community, Labor &Employment and Agriculture
