SRSG chairs second meeting of ISSR Steering Committee

PRISTINA – SRSG Søren Jessen-Petersen this afternoon chaired the second meeting of the Internal Security Sector Review (ISSR) Steering Committee at UNMIK Headquarters.

The SRSG said Steering Committee members have the significant opportunity to direct and monitor the process leading to the establishment of an efficient, affordable and accountable internal security sector. In this regard, he underscored that "wide participation by all communities in the ISSR process is vital for Kosovo's future internal security architecture, and I welcome the presence of the representatives of different communities today. However, I regret that other communities have missed the opportunity, and I encourage them to attend next time."

The Steering Committee members approved the framework for the first stages of the ISSR, the Strategic Environment Review and the Threat Analysis. The Strategic Environment Review will determine the features of the environment in which internal security will need to be delivered in the future. The Review will outline a vision for Kosovo, including strategic security goals such as economic growth, rule of law, and education. The Threat Analysis will identify and build a consensus on the threats to Kosovo’s future internal security, including internal, transnational (trafficking, organised crime etc), social and economic threats.

The ISSR Steering Committee, chaired by the SRSG, is composed of sixteen members: five from the international community, including COMKFOR and Heads of UNMIK Pillars I (Police and Justice), III/OSCE and IV/EU; and 11 Kosovan representatives, from the government, the Opposition and ethnic communities.
