PRISTINA – Special Representative of the UN Secretary-General in Kosovo (SRSG) Joachim Rücker received today the 2006 Annual Report of the Kosovo Independent Oversight Board (IOB).
The IOB Chairman, Mr. Sevdail Kastrati, presented the results of the activities performed in 2006, including 186 appeals received by the IOB for the period January- December 2006, with 92.2% (i.e. 129 cases) of the cases solved. As for 2007, thus far 115 cases have been resolved since January.
Mr Rücker expressed his appreciation to the IOB members for the work done and acknowledged the crucial role of the Board as one of the main oversight mechanisms to ensure a professional, impartial and accountable civil service.
All IOB members emphasised as one of the priorities and challenges for 2007 the transformation of the IOB into an autonomous body reporting to the Assembly, as provided for by UNMIK Regulation 2001/36.
The IOB was established under UNMIK Regulations 2001/36 on Kosovo Civil Service in September 2004 with three main functions: (i) monitor compliance with the civil service law, (ii) review the appointments at the level of Heads of Departments and (iii) hear the appeals of civil servants against decisions of the employing authorities. Members of the Board are appointed by the SRSG with the concurrence of the Prime Minister.
