PRISTINA -- Special Representative of the UN Secretary-General in Kosovo (SRSG) Joachim Rücker in a closed session yesterday provided the United Nations Security Council with a regular update on progress in Kosovo, highlighting the outcome of recently-held elections, the implementation of the ‘Standards’, and the general security situation in the UN administered territory.
The SRSG noted that the November 17 elections were a success and considered them a sign of political maturity among Kosovo’s leaders and population. He, however, expressed concern over the low turn-out of Kosovo Serbs in the elections and the cases of intimidation against those who did wish to vote.
Mr. Rücker said that throughout status talks the implementation of the ‘Standards’ continued, and that the benchmarks were at the top of the agenda in Kosovo’s local institutions. He pointed to a significant improvement in freedom of movement and safety for Kosovo Serbs but underscored the need for greater cooperation from all stakeholders in allaying misperceptions relating to freedom of movement.
Although greater efforts were needed to encourage returns to the territory, the SRSG pointed out that more IDPs returned to Kosovo between January and November 2007 than in the corresponding period in 2006.
The SRSG noted that while the overall security situation in Kosovo remains calm, demonstrations were held throughout 2007 to protest poor living conditions. Equally troubling was the emergence of radical fringe groups, who the SRSG said, could exploit growing frustration among the local population.
He added the successful implementation of Security Council resolution 1244, including transition to successor bodies, are UNMIK’s chief priorities. He expressed confidence that there is a readiness amongst international and local stakeholders to maintain the momentum.
Mr. Rücker concluded that NATO's continued engagement, the EU readiness to play an enhanced role in Kosovo, and the contribution of the OSCE, is a reassurance to the local population.
The Security Council was also briefed by Kosovo’s Prime Minister, Hashim Thaci.
