A Bakery of Education, Rehabilitation, and Reintegration: A Story of Promoting Transformation at the Mitrovica Detention Center
On 18 December, a bakery was inaugurated in Mitrovica Detention Center. This bakery is not just a place where bread is baked; it is a space where hope rises with each loaf. As part of the UNMIK-UNOPS-supported rehabilitation initiative, the bakery offers inmates meaningful opportunities to rebuild their lives through vocational training. It stands as a place of second chances, where skills are enhanced, and confidence is restored.
Mr. Ismail Dibrani, General Director of the Kosovo Correctional Service, emphasized the bakery’s economic sustainability. “The bakery will meet 80 per cent of the Center’s needs through internal production, demonstrating efficiency and potential for similar projects,” he said.
“This bakery is more than a space to bake bread. It is a place where we help inmates build their futures.” said Mr. Benasim Medic, Director of Mitrovica Detention Center.
At the inauguration event, Antero Lopes, UNMIK’s Director of Rule of Law, underscored the transformative potential of the initiative. “This bakery project embodies education, rehabilitation, and reintegration in action—core principles of any effective correctional system. By offering inmates the chance to upgrade their skills, we are fostering a corrections system that supports rehabilitation and successful reintegration into society,” he stated.
Building upon the success of the bakery at Lipjan/Lipljan Correctional Center, inmates from Lipjan/Lipljan played a pivotal role in training their peers. This peer-led approach has brought positive impact in fostering pride and purpose among participants. As UNMIK supports Mitrovica Detention Center as an integrated and multiethnic institution, this initiative is also a model for fostering rehabilitation and promoting inclusivity within Kosovo's corrections system.
Ms. Sabine Kania of UNOPS highlighted the value of partnerships in delivering impactful initiatives. “This bakery symbolizes unity and a shared commitment to building better futures for inmates,” she said.
Looking ahead, the bakery represents a tangible step in transforming correctional facilities into spaces for growth and learning. With continued support from international and local stakeholders, it promises to make a lasting impact, helping inmates reintegrate into society as skilled and empowered individuals.
This successful collaboration serves as a practical solution that reduces stigma, strengthens trust, and empowers former inmates to reintegrate into society.
