With the launch of the 16 Day Activism Against Gender-Based Violence (25 November - 10 December), the Group for Security and Gender Equality calls for continued efforts to eliminate violence against women and girls and for a stronger institutional response against these violations of human rights.

The Group for Security and Gender Equality is deeply concerned that violence against women and girls continues to be one of the widespread ways of gender discrimination.

Only in the first nine months of this year, 1129 cases of domestic violence have been reported in Kosovo. As a final act of a continuation of gender-based violence, in 2018 we witnessed 8 cases of female homicides, including a small girl.

Violence against women and girls is one of the most obvious and repeated manifestations of inequalities in Kosovo society that goes beyond ethnic, socio-economic and religious lines. In addition to impact on individuals, violence against women and girls has serious consequences to the detriment of families, communities and society as a whole, including high economic and social costs.

Significant progress has been made in Kosovo regarding the legal and political framework for combating violence against women, but joint efforts to support the full and effective implementation of existing legislation need to continue:

• The institutional response should be impartial, coordinated and decisive, with clearly defined tasks, responsibilities and accountability. Co-operation and coordination between the judiciary and the police is particularly important and needs to be constantly revised and adapted to ensure a sustainable, effective and fair response.
• Cases of domestic violence should be treated with high priority by the justice institutions and fair trial of these cases should be ensured to guarantee justice for all women, girls, men and boys who are affected by any form of domestic violence. Authors should be prosecuted adequately.
• Të gjitha gratë dhe burrat, vajzat dhe djemtë që përjetojnë dhunë duhet të përfitojnë më tepër nga qasja në kujdes, mbështetje, drejtësi dhe shërbime të tjera të nevojshme për të siguruar mirëqenien fizike, mendore dhe sociale.
• Institucionet kyçe duhet të rrisin koordinimin për sigurimin e një reagimi të menjëhershëm dhe shërbimeve të fokusuara në të mbijetuarat/it, duke përfshirë rehabilitimin adekuat të viktimave dhe autorëve për të ndaluar përsëritjen e dhunës dhe për të siguruar përgjegjshmërinë e institucioneve.
• Institucionet e Kosovës duhet të forcojnë zbatimin e strategjive efektive të parandalimit, që adresojnë shkaqet rrënjësore të pabarazisë gjinore, duke përfshirë arsimin pa paragjykime të bazuara në gjini.

Ne dënojmë fuqishëm çdo akt të dhunës kundër grave dhe vajzave dhe theksojmë faktin se dhuna në familje nuk është kurrë një çështje private dhe reagimi i duhur institucional ndaj këtyre veprimeve kriminale është një e drejtë njerëzore dhe e patjetërsueshme e viktimës.
